Can't Disable Windows Startup Sound

I have Windows 10 Home on my computer and have my sounds set with the "Play Windows Startup Sound" box unchecked. One day it started playing the startup sound and nothing I've tried works to turn it off. Regardless of what my sound scheme is or if the box is unchecked, the sound plays. I've checked and unchecked the box, restarting in between, and tried switching to "no sounds," which just makes it so that no sounds play except for the startup sound. I'm at my wits end.
