I live in a neighborhood with HOA and have terrible neighbors

I'm buying and the neighbors to my left are renting they are always leaving trash all over the side of my house leaving garbage bins outside of the gates parking obstructing 25% of my driveway and sometimes the sidewalk and have about 7 vehicles taking up almost all of the street and today they put their trash bins where mine are supposed to go today because they are parking where theirs are supposed to go. What can I do about this my hoa doesn't seem to care much and are fast to give me a citation for a patch of crabgrass, I'm severely frustrated with these people and I'm wondering what my options are.
