Do new apartment units all use electric heat?

I researched on this sub and I learned that electric heat can end up very costly. I'm not sure if it's pure coincidence but moderately new units (2010 and after) that I contacted so far all use electric heat and don't include any utilities. I asked them if it's electric baseboard or heat pumps etc, but the brokers ignore me and just say it's electric heat. I should assume the worst then. Are all new units run on electric heat?

Maybe I should give up and get renovated pre-war apartments? I was afraid of bed bugs and other inherent maintenance problems that would likely come with old buildings so I was avoiding them... Maybe my fear is unwarranted?
