Potentially Devil Fruit ability ?

https://www.youtube.com/watch?v=ag3riaoxqWY In this youtube video, after Roger tells Garp that he trusts him as much as one of his crew then the candle flickers and shuts off.
Next scene we see Garp stepping back as struck with something and then Roger pierces Garp with his stare and says "No, I know you'll do it." and has a different facial expression. Might be piercing Garp with his stare or might be a devil fruit ability ?
