Starting on Zodiark

Hi, trying to start playing this game, I've heard that some realms are locked for new characters for the foreseeable future.

http://eu.finalfantasyxiv.com/lodestone/news/detail/80cd4583bf743600105b947d6906d0909189e479 listes Zodiark as a "preferred world" but It's locked and I can't start a character on it?

Is this permanent or if I wait a bit should I be able to get on?
