Can you regulate gas flow by using pwm on a solenoid valve?

If I had a small solenoid valve, could I get variable gas flow by using something like pwm? I know that since the solenoid is just a large coil it won't respond instantly, but could it work if I lowered the pwm frequency? Is there another cheap way to get variable gas flow from an electric valve?
