[TOMT] [GAME] A role-playing game that appeared in a PC and/or video game magazine around 2005-2010

I remember reading a magazine at some point between 2005 and 2010 that showed a role-playing game (I think) that looked like The Elder Scrolls IV: Oblivion.

I am trying to find out what the names of the game and magazine were.

What was shown: A dungeon. An area outside of a structure (like a building or cave) at dusk by water.

For the area with the structure, the land was somewhat flat, next to trees and not completely surrounded by the water.

There was an interview (or something) about the game and its modding tools (like the ones for TES/Fallout)

I think that the magazine also talked about "Universe at War: Earth Assault" and a graphics card to go with it (Nvidia?)

I am thinking that it might be Oblivion, but it looked kind of different and better from what I remember. Though that might be because it was on PC.
