Bought a new bike and making a weird noise!

Hi all. Just picked up a new bike which is a Hoy Alto Irpavi .004. These are a big UK bike shops own brand bike carrying Sir Chris Hoy's name. When riding it's making an odd noise that I can't track down. It only does when riding and I can't replicate it on a stand. I have taken a very shaky video that has the sound in.
