Stuck needing Voltaic Cells Blueprint

After update 1.3 my Voltaic Cell Blueprint was missing, after reading around I saw recommendations to start the quests over. So I moved bases and hired an Overseer but when I interact it says "I should let the Gek get on with it's business"

I then hired a Scientist and a Farmer and the same thing occurred but I'm able to follow the quest line for the Technician, so I did, but now I need Voltaic Cells to craft a Colossus.

I was doing this because I need Living Glass to continue the story. I feel stuck, any suggestions?
