[FNV] Mods that could help recreate the Chiss from Star Wars in FNV

I was thinking about making a Grand Admiral Thrawn (Thrawn is basically the Napoleon of Star Wars for those who don't know) and I would like to know if there's any mods that allow you to give people blue skin, and red eyes.
