Vendor cannot decrypt my adress sent using his PGP key

So i bought something on the french connection and the vendor asked me twice to resend my adress using pgp, he couldn't decrypt it twice. He then told me to send via privnote, which I did and now he tells me someone actually read the note before him. I'm getting really worried here wtf is going on ??
