Changing UI location?

Heyho :)

Is it possible to change the location of the Skill Buttons on the right? Cause im currently playing on a Nvidia Shield K1 8inch Tablet, but the Skills on the right are a little bit far away. Or is it maybe possible to set the UI to a smaller scale?
