Are regular tradeables still subject to price variations?

I was wondering, every system I visit, all the regular good ol' tradeables, like Emeril, Gold, etc. are below galactic average (average, eh?). I've yet so see an above average price and I'm wondering if there are systems that have high demand for them still?
