Avoiding the Iberian Wedding

I'm doing a France into Rome game and I'm trying to get the Iberian Wedding to not fire. I noticed one of the requirements is that Aragon and Castille are neighbors. I just won a war with Aragon and I'm taking a strip of land between them for safekeeping, but they would still share a sea zone. Is that enough to be 'neighbors'?
