Fierce Competition Investigation Vanity Reward Bugged?

I'm kinda disappointed that I didn't get the golden frowning mask as a vanity reward item especially since the dialogue at the end hints that it should've been the reward. Instead i got black western boots, a vanity reward item that I already have from a previous investigation mission. Is this a bug? Was the vanity item supposed to be the mask?
