Having a problem with Android Work Profiles and Factory Reset Protection

I'm trying to add my corporate Google Account to my phone, and i'm getting a "Oops! This device is locked by factory reset protection. Contact your IT department" when I try to set up my work profile. Has anyone else experienced this? What could be the issue? Is it a setting on my phone, or is it something on the domain admin's side?

IT said it was a hardware issue. So helpful.
