Android Software Question -- Adding Outline to Person/Object

I'm looking for software on Android that will let me put an outline around a selection -- such as a white boarder around someone's face/body. I can do this easy enough in Gimp, but I've been looking for something that does this on mobile and I havn't had luck. Is that a thing?
