Weakest character who can destroy the one ring without mount doom ?

Round 1) character has immunity form the rings manipulations

Round 2) no immunity

Edit: just to clarify im asking who could destroy the ring without mount doom. So say if someone was powerful enough to destroy it with a punch or transmute it.
