Powerful Professional Editing PC please!!!

Hi all, $3500 USD budget for a great PC to handle Adobe Premiere and After Effects for 4k (or hopefully higher) editing.

The initial parts I'm looking at are:

1. CPU - AMD Threadripper (1950X), $1000 - I'd love some help with cooling options for this one especially.

2. GPU - ASUS GeForce GTX 1080 TI 11GB, $700

3. M.2 and solid state drives inside (not sure about which ones)

Any suggestions for case, ram?

I'm also interested in hard drive options (NAS RAID?), but the external storage doesn't have to be included in the original budget but would be awesome if it did. Same thing with the monitor, doesn't have to be part of the initial budget ($3500 USD)

THANK YOU!!!
