Antimatter Production Facilities?

Have these ever been addressed? I know in the TNG Tech Manual, there's a section describing the Galaxy-Class Starship's onboard antimatter generator, but IIRC, it says that it can only produce small amounts for emergency situations.

I feel that Starfleet (and by extension, other organizations such as the Cardassian Central Command, Galae, etc.) must have antimatter depots (like early 20th century fueling stations) and antimatter production facilities scattered across space, possibly with tankers running fuel from the depots to starbases.

Thoughts?
