Question on USAjobs denial

So I'm a current fed employee and applied for a job listing, which from what I know about the agency and have talked to people doing the job, feel like I'm qualified and meet all criteria listed on the announcement. However I got the notification saying "You are ineligible for consideration because you do not meet the requirements of the "Who May Apply" section, listed in the vacancy announcement"

Is this a standard answer people get for a rejection? Is there a way to find out WHY I'm not meeting requirements.
