SPOILER Halloween and the Winter Mantle?

In Cold Days, "Kringle" mentions that "masks" or "mantles" can both be taken up or discarded on Halloween. Do you think this means that one Halloween Harry could be freed of the Winter Mantle? But if he did give up the Mantle, would he go back to being paralyzed? In Cold Days, when he said "screw winter law" (or something to that effect), he lost feeling below his waist. But in Skin Game, during the battle at the Carpenter's house when he was nearly incapacitated by pain, I thought he said that the Winter Mantle quit working, but he still had use of his legs (sort of.) Although, we already know the Mantles can't/shouldn't be destroyed, so he would have to transfer it to someone else. He seems convinced that it would turn anyone else into a monster (and still fears that it will eventually turn him into a monster,) so it's hard to imagine him willingly burdening someone else with it, unless maybe it was to save their life/body the way it did for him.
