Can't set up supply line, hoping you guys can help

I just unlocked Nordhagen Beach, and have a few recruits there now (7, to be exact). I am unable to assign any of them to a supply line to either Finch Farm (5 pop), Country Crossing (10 pop), or The Slog (9 pop). I'm running 10 Charisma, and, of course, have Local Leader perks.

I've also gone to those settlements and tried to assign to Nordhagen, and am unable to. I was able to link to other settlements.

Mods I'm running are the Sim Settlement family of mods, the unofficial patch, and the cheat console (The first settler I tried at Nordhagen was a cheat spawn).

And the catch: I'm on Xbox.
