[QUESTION] How did John Mayer write Neon?

It has some pretty uncommon chords and picking/strumming, but what amazes me the most is the C tuned sixth string. I don't know many songs that use a string dropped two tunes — unless it's something like drop C where the other strings are dropped too.

I've tried to find something like "neon deconstruct" but found nothing. =/
