Question on International Shipping

Haven't shipped someone overseas in a while. Did a PayPal invoice for someone from the U.K. Is this still covered under the Seller Protection even though I'm assuming there's no overseas tracking?

If so - gonna refund the buyer. Rather do the deal in the US. Any answers, please let me know. Thanks.
