Few chapters past the anime, does the series ever develop it's side-characters?

Outside of Todoroki and Bakugo because I wanted the tournament arc to do that and it was pretty lacking. I'm not sure why it's called My Hero 'Academia' if all the school members don't really matter.

Is it just like Bleach where they introduce a bunch of characters who just exist and show up from time to time, but who don't really do anything interesting?.
