So is highlander bad because of the bugs, or balance?

Highlander is an amazing hero but i feel like he's SUPER low tier in most cases. His dodge is worthless, his gb thing is bugged (But it wont matter with the parry changes anyways), and his heavies are underwhelmingly weak for the effort it takes to land any of them. His one redeeming quality seems to be his awesome kick/grab feints that guarantee a heavy. Is anyone else who's been binging him noticing how generally bad he is, or is it just me? Not new btw! TR45
