Saskatchewan, Canada: Legal steps to adopt newborn relative

Hi there, a relative of mine is newly pregnant and considering putting the baby up for adoption.

What would the legal process be for me to formally adopt the infant (with the bio parents blessing).

Would I have to apply through the same process if I was adopting or fostering through social services?

I understand she may change her mind over the next few months, I’m just looking for advice on what the process is.
