Windows crashed during system restore. Computer now boots to black screen

I posted earlier about my pc having frequent BSOD since the last windows update a few days ago. After that post the blue screens became too frequent to handle "about every 10 minutes" so I gave up and just went for a system restore. Unfortunately even the system restore crashed mid way through, leaving the machine stuck on a screen that occasionally alternates from black to white, with an obviously glitched out mouse. After a while I tried to restart but the computer only boots up to that same screen. Is there anything I can do short of a complete reinstall of Windows?
