Dealing with jax top lane as talon

Maybe it's just me, but every game I have a jax against me in top lane it ends up going like this:

I kill him 1-2 times pre-6, getting that first blood ofc. He build tabis and an offensive item, and becomes untouchable. If I even try to defend my tower, he dives me (sometimes with jungler) and kills me. I end up roaming to get some more gold, and jax just takes my towers and then snowballs out of control and 1v5's us all. Kinda the same deal with fiora, but this patch she doesn't feel horribly hard to face.

Should I just ban jax when I go talon top lane or is there some better way to face him? I know he builds hybrid AD/AP, so should I go Tabis or Mercs? Defensive and offensive item suggestions?
