Exception To Policy

So I applied for retraining and was told that I will have to do an ETP because my AFSC is considered balanced. I am trying to go from one 2Axxx career to another 2Axxx field. I am overseas and was wondering if using my circumstances of not being able to apply for FTA retraining due to my DEROS not lining up with my window as a circumstance. And I had to reenlist to get retainability to be eligible to get another assignment after my DEROS. Also are there any other things I should put in the ETP letter?
