Unable to connect to certain sites

Like the title says, I'm unable to connect to some sites with my internet connection (and I can reach them if I use my neighbors connection). I use Optimum Online in NJ, and my connection to most other sites is fine (speed as well), but certain sites just time out.

Tracerts of some affected sites:

bm5.ppy.sh (Osu download site)

tl.gg (Team Liquid website)

I've tried ipconfig /flushdns, restarting my router, testing with both wired/wireless connections, testing on other computers, and now I'm not sure what else to do. Any suggestions? Thank you.
