Need a check-in/check-out system for equipment

I work in a school IT department and we regularly allow students to borrow things like Laptop Chargers, USB CD Drives, and other equipment. I need a check-in/check-out system similar to what a library uses for books, but without all of the extra stuff that libraries need for books. I would like for this to be able to send emails about overdue items, as well as track overdue fines. Also, being able to set the checkout period and the fine for a type of equipment would also be helpful. I would prefer something web based if there is anything. Right now I am using our library system, but the librarians want my stuff out of it. Thank you for any help.
