[TOMT][MOVIE] For-kids Halloween specials

1. Something about a witch refusing to fly over the moon and start Halloween. I guess 1970s - I distinctly remember a disco at the end.

2. (Poorly) animated movie. The adults go to a Halloween party and the kids "become" their costumes. I'm also guessing 1970s. One of the female characters was like a puffy pink ball. The kids became Frankenstein (I think) and the wolfman (I think). Dad might have been all red?

EDIT. SOLVED - First is The Halloween that Almost Wasn't, the second is Witches Night Out.
