GDQ Submission Question

I read on the website that unofficial emulator submissions are not allowed. I assume this is because they don't wanna deal with any legal issues around pirated games or whatever. However, the game I want to submit is only found in arcades and is playable through MAME.

My question is should I even bother submitting a run of this that is only conveniently playable on emulator? For reference the game is Super Puzzle Fighter II Turbo. Would GDQ support streaming from an arcade cabinet if I could get a copy of the arcade version? I see the Tetris grandmaster being run and I thought it is similarly only found in arcades, so I wonder how they were able to get around that.
