Members skipping receipt check at exit

I was at Costco the other day and there was a long line at the exit for the receipt verification. We are all in line and then this Indian guy skips the entire line and walks out. He gets called out by an employee, but says 'I don't have time today'. The employee didn't do anything and just let him walk out while we are all standing in line waiting.

How is this acceptable? Why didn't the employees do anything? I guess members can just walk out now? Who knows if the guy stole anything. Does this happen a lot at other warehouses? Have not seen this before
