Unknown company keeps calling me asking for someone I don't know?

I'm not sure if this topic fits this subreddit but for about 2 years now I have been getting calls from a company asking for someone I've never heard of. They call every couple of weeks. They have called from different numbers and leave automated voicemails as well as actual people leaving voicemails.

The voicemails they leave are extremely vague and discuss either an important document that needs to be delivered or a "matter that is in there office and is highly imperative that I follow up with them." They tell me to call them back at different numbers than what they call from. The only thing I've gathered is that they are from PAS. I'm not sure what that company is, or even if it is anything at all.

I've called back several times to tell them they have the wrong number and to take my number off of this random person's account. They always comply and I end up getting the same calls several weeks later. Whenever I get call from an unknown number I already know who it is, and I can literally recite the voicemails they leave word for word because they've called so many times.

I'm certain is just a scam, but does anyone know what PAS is? I've looked up all the numbers they call from but I don't find anything. And how I can get them to stop calling?
