Download issues

I don't know if its my PC or the download client. I want to enjoy paragon but it won't finish downloading. Its on the right drive with the right format and correct file locations. The game will download until it hits 90% then it starts verifying goes to 100% then starts redownloading at either the full 15gb or 10gb. Whats wrong what can I do to fix this and finally enjoy the game?
