Why is there all chat in Overwatch?

Other than the request of asking the enemy team to report someone, the all chat function has absolutely no reason to exist. Something that's worth mentioning too is that Overwatch doesn't alert you when someone you reported gets banned or suspended which sort of deletes the aforementioned utility. In such a toxic community that is filled to the brim with egomaniacs I feel that it only exist to cause worsen the reputation of the community. Any thoughts?
