What is the ratio of terrorist plans that are stopped vs are carried out?

In light of what just happened in Barcelona, I'm wondering if there are more terrorist plans being stopped by authorities before they are carried out or more that actually happen.

I guess I'm looking for a glimmer of hope that we can do something against these assholes, and that attacks are very visible in the media, but the plans that are stopped are not reported.
