Newly assembled rig for mining doesn't boot

Hi guys I have a weird problem that I can't figure out how to solve.

Basically when I power my rig on the cpu/gpu/psu fans start spinning for 1 sec then they go off, then briefly after 2 secs they start spinning again but for a longer period of time and basically it goes on and on like this, my monitor has a black screen all the time.

I have tested it with another psu and gpu and I still have the same problem. I highly suspect the problem may lay in the ram I bought: this is the ram I bought: https://eshop.macsales.com/item/OWC/1333D3MPE8GB/ it's mainly used for mac's but it says that it is compatbile with intel and AMD boards.
