3 sets in and my arms are gassed. How to do all those movements? (PPL question)

I think is a question a lot of people have/will have.

So when I get done with my first movement 3x12 my arms feel like wet noodles. Is this normal?I'm wondering why I'm gassed after one movement and if I should lower the weight so I can move on to more movements.

I'm pretty skinny so maybe my arms just can't handle that much volume yet (maybe I should wait a bit to up the volume, when my muscle are bigger)? Or maybe I should to lower the weight on my first movement by 5 or something so I can do more reps/movements. Maybe both. Some advice would be greatly appreciated. Thanks in advance!
