Do people who are unable to read facial cues make their own?

For example, if somebody had autism and couldn't tell the difference between angry or happy, do they make an angry face when angry? If so, would they be able to learn facial cues in the mirror? And if they are able to display an emotion on their face, does that mean their brain has facial recognition somewhere in there, just inaccessible to the person in question?
