[Sacramento / California] Paying Fees for abandoned car

A friend "abandoned" her car in my apartment complex: Intermittently functional and there for 72+ hours. It was towed and held for upwards of two months before being auctioned for $200. A legal firm is contacting her requesting $2100 for fees and storage. The total fees are worth more than the car.

From what I have read, she does have a legal obligation to cover fees. Is there anything that should be taken into account in regards to the amount owed. For instance, can the blue book value of the car be taken into account? Or, is there a cap for storage fees?

She is reaching out to volunteer legal firms for help but the debt collector is harassing her. They will receive written notification to only contact her through email and to no longer contact her place of employment but it has been awful in the interim.
