How to make a web serial viable?

Hello,

I'm a student at a professional school, but I woulf like to start writing for fun. I'm planning to start tomorrow by making character sheets for one of the stories I have in mind, but I did have a question about web serials.

I heard about the concept, and it is one that I would like to use with my idea for a fantasy western. I don't think it will be started until 2018 (I want to write a few other short stories first), but I wanted to solidify the structure of the story now.

1. Do you think that web serials can be popular nowadays? I know there are a lot of factors going for it, but I just want to see the general consensus about it here.

2. What are some ways to popularize it? I only have a Facebook page right now, but I'm willing to get a Twitter and a Tumblr. The only thing is that I don't want to get accounts for these if they aren't useful.

3. Do you think my idea would be interesting for a serial? While my story will be a fantasy western, I also want some of the episodes to deal with the citizens of the town, most of them not having any powers.
