[EXPANSION] Haiti to decide whether to join CALiCa

EXPANSION

Occupied with their own unrest, communists and socialists dissatisfied with the status quo in Haiti, in a mixed situation of dual power and open contest against the bourgeois government, have their own popular assemblies. Given the abolition of the Haitian military and the weakness of the police, the popular uprising is projected to win over counterrevolutionary forces. Successfully toppling the Haitian government would obviously mean the creation of a new workers state in Haiti. However, the nature of this state and its relations to others is unclear. In the event of the success of another Haitian revolution, some assemblies are interested in joining CALiCa.

The discussion of the "Caribbean question" thus far has solidified into an assembly-wide plebiscite with three conditions:

  1. Do not join CALiCa

  2. Join CALiCa with special status

  3. Fully integrate into CALiCa

Those most supportive of the socialist island confederation intend on full integration. However, the majority of militants are wary, either wanting special status or opposing the move altogether.

The plebiscite is to be conducted by an All-Haitian Revolutionary Committee on 2018 September 1, and is based on ranked ballots - persons can choose all three options and indicate their most preferred, second most preferred and least preferred outcomes.

Comrades in Jamaica, Trinidad and Tobago are enthused that revolution is taking place in Haiti and are proud that their own shines bright enough to catch the attention of others. The vast majority of urban and rural councils resolve in favour of Haitian assemblies joining regardless of status. One Scarborough councilor noted, "these things really are a case-by-case affair. Technically, if a council or number of councils wanted to leave, they could do that themselves. It's all amorphous and fluid, and I kind of like that."
