[Question]Does Instagram uses camera without permission?

Ok here's the thing, my wife has an iphone 6 on 9.1 Jailbroken (of course). She got dissident installed and have the usual apps setup to run on foreground including Facetime. When we're on Facetime and she uses another app, say Facebook or Twitter, her video doesn't pause on my side. BUT the second she opens Instagram and without even tapping the in-app camera, Facetime pauses immediately. Does that mean when you open Instagram, it activates the camera without the user's permission or knowledge? If it does, isn't that a consumer privacy invasion/violation?

I would love to hear you guy's opinion about this. Thanks.
