Can anyone tell me how I can level out / stabilize this?

I shot a video with my cellphone in the Budapest metro. I already did the Warp Stabilizer VFX but would like it so that the black belt in the middle of the picture always remains in the same place. I have AE as part of my subscription, but really haven't used it before.
