How do I activate the teleporter on my base?

IIRC before Atlas Rises the way to activate the teleporter was to warp 3 or 4 times, and when back at the base, the teleporter was ready to activate.

Is there a different way of activating it after patch 1.3? I have warped 8 times and my teleporter still says temporarily offline.
