WG STAFF: Graf Zeppelin is fine.

"The release of Graf Zeppelin was indeed intentional.
We don't think that she is too weak or not ready for release at the moment, the main reason being the fact that her stats are currently comparable to those of her counterparts (we've recently noticed improvements in this regard). We know it's not the easiest ship to adapt to, but still believe that she can become effective once the players get more comfortable using it in battle.
She currently has two loadouts, HE & AP - and while HE is rather easy to operate, AP is really skill dependent and should be learned in time. As we'd like to give her a bit more variety in the future, there's a plan to implement Torpedo Bombers, but this cannot be done immediately since we're still developing deep-dive torpedoes. We will be monitoring her performance, just like we do with any other ship. [...] AP bombs have more consistent penetration now, with 20 degrees normalization and drop angle improved from 75 to 90 degrees. The tradeoff is 5 seconds bomb flight time, which gives aware players some time for evasive maneuvers. Secondaries range is decreased to 6250 meters in stock, but accuracy is improved by times. That means with AFT and Manual secondaries skills any target within 7500 meters range will receive consistent hits.
Lastly, I would like to apologize for how the release was managed on our side. We feel there wasn't enough transparency in how we handled this and we're sorry if our actions worried you. Your negative feedback has reached our ears and we hope to learn from this so that we don't face similar situations in the future."
They don't seem to realize that the delay is really confusing, and not a good design choice.
People don't like Dive Bombers, because they want to rely on their skill, rather than luck. The delay makes you depend on your targets behavoir, rather than on your own skill. Having to drop super precise, but without delay, would be more rewarding and less confusing.
